Required as a thick client (not using SFTP) for Dec 1st MVP2 - ideally easily installable via non-admin use Brian's python library from https://github.com/ised-isde-canada/cbmdsp-cp-sp-overall-architecture/pull/38
client req: not known - just that we likely do not have admin on the laptop of the client - try for CLI python for now
