OCP containers in OC account needs to have connectivity with S3/DynamoDB/APIGateway used in workload account through SEA Perimeter Account.

Flow: CBPortal -> VPC endpoint (in Perimeter account) -> S3/DynamoDB/APIGateway (2b, 2d):
