Move progress_game_week to ruby script #16

Might be best, as you discussed, to abstract this into a ruby script as it's not really a controller

I have been working on this - the current problem at the moment is that the scheduling gem "rufus-scheduler" doesn't have good support for timezones so I need to implement that stuff myself

This is a development task not an issue. I will close for now, this is mentioned explicitly in the README.
