Introduce manuscript statusses AUTHORS_REJECTED and NOT_REVIEWABLE #25

The statusses for manuscripts as given in REQUIREMENTS.md are not complete. First, it is possible that some authors do not accept authorship. Authors cannot make explicit that they do not accept authorship. As it is now, the manuscript stays with status INIT in this case. This will introduce clutter in the user interface, suggesting an action point that does not really apply.

Similarly, it is possible that the editor does not want to proceed a journal to status REVIEWABLE. The editor cannot make this explicit, again suggesting an irrelevant action point.
