When an editor publishes or rejects a manuscript, she is forced to reference the reviews on which the decision is based. For a reject, an extra field should be edited in which the editor can motivate the decision. The editor could say there something like "I base my reject on reviews 1, 2, 3, 4 and 5, but 2 is the most important. The other issues are minor. Please write a new version in which these issues are resolved".
