Update base docker image #211

This might also fix the broken GPG key error that comes with the older image

Confirmed that it does fix the NVIDIA public key rotation issue in older images, but I notice that the build fails trying to cd weights because that folder is never copied or created. Unsure how the original Dockerfile ever built without that step.
