All Publications mysql max_allowed_packet

The publications/all page is getting too big and we are hitting the max_allowed_packet.

2 options:

• Increase mysql's "max_allowed_packet"
• Find another way to work with publication/all (multiple table values based on max_allowed_packet ?)
