Package and send out AMS evaluation scripts #116

Prepare minimal build of M2K AMS prep and eval scripts to match new e6k (do not 
migrate into analytics), write README file and post code/binaries somewhere for 
download by MIR community.

Has readme file, build, source and license.

Needs to be updated to process new style Evalutron data files.

New data file format: SubID,QueryID,QueryGenre,CandidateID
New Report file format: SubID,QueryID,QueryGenre,AvgBroad,AvgFine
