Install lame on nema/nema-dev #131

install a recent version of Lame on nema/nema-dev or let me kris now if its 
available on a compute node somewhere. We need lame for prep for one of the 
MIREX tasks (we have to prep low-bitrate files for a human evaluation 
interface) and will probably find other uses for it.

done - it's installed in /share/apps/bin .
