Hi Suhas, I think it's better to design website look alike internetsociety.org. So many other chapters sites are same as ISOC main site.
Any Web developer can contribute basic bootstrap web template (Ex: Dreamweaver Template).
The layout/ design standard may enough as internetsociety.org.
And the Blog hosting depends upon features can be decided by admin.
Who can contribute?
Admin can decide. I believe that we can/should maintain the organisation openly. @jargnar already created a google group mailing list. Contributors can come from GH or Google Groups.
Should we follow internetsociety.org design templates?
What do other chapters do? The design at isoc.org looks clean enough, we might as well get a wordpress/jekyll template that looks closer to this.
Where do we host a blog? (Jekyll + GH? Medium?)
I would vote for Jekyll + GH here. Mainly because we already have isocblr.github.io running to put into Jekyll and maintaining medium is a bit painful; someone needs to maintain, give permissions to editors e.t.c. Jekyll seems more open.
What will the structure of the website be?
We can have a different PR for this. The ISoC website's Who we are, What we do, Events, Publications, The Internet and Get Involved navigation menu can be considered for inspiration.

That's a good question, @raincrash and @naveenveligeti. I looked around.
I'm guessing that at a broad level, we should be able to drive our own design if it comes to that. But however, we can also if someone is willing, try and mimic internetsociety.org
Perhaps I'll open a separate issue on design template if we are planning to get into specifics of design for the website.
