Set up proposals instance #29

This is supposed to be a temporary instance, to be sunset once a web-based Paneron management system (geodetic-mgt.isotc211.org ?) is in place.

It allows CB members to review new proposals without needing to install the Paneron desktop app.

This instance is not a prerequisite to the switchover, but should be implemented once switched over.

I suppose this instance can also be set up similar to the staging one? I.e. by mirroring.

Except this time we don't want the proposals instance to reset whenever master in github.com/isogr/registry updates, and we may actually want to push commits from proposals repo to master in github.com/isogr/registry.

So Mike will work on proposals on github.com/isogr/geodetic-proposals (not yet created as of now), and changes will reflect on geodetic-proposals.isotc211.org. CB will then review proposals there. Then Mike would ask us to run a GHA to push the commits from registry-proposals to registry.
