fix(cm): extra timeout #1027

Problem

cm giving us issues. Increase time out, else eng should be able to turn it off to reduce biz impact

Tests (by testing the converse functionality)

[ ] go to https://app.growthbook.io/features/is_cloudmersive_enabled
[ ] make the timeout 1000 for staging
[ ] notice that image uploads should now throw errors
[ ] toggle this feature off in growthbook
[ ] notice that image uploads now pass.
[ ] reenble staging to have the original values
