feat(vapt): update task defs #1116

Problem

Our vapt has no deploy step and task defs. This PR adds that in, together with an appspec.

Solution

  1. add a deploy step for vapt (and update for staging)
  2. update task defs for all envs
  3. update dockerfile's start step - note that this also changes our start command on prod
