Problem

The DOMPurify library we are using is an outdated one.

Solution

Breaking Changes

[ ] Yes - this PR contains breaking changes
[x] No - this PR is backwards compatible with ALL of the following feature flags in this doc

Improvements:

Upgrade DOMPurify from 1.0.11 to 3.0.9. The API format has not changed.

Tests
