Classes in Annex B should be moved to ISO 19109 or ISO 19123 #42

Justification:<\/b> Submitted by ISO 19156 Editing Committee: Annex B of ISO 19156 (about to be offered as a final CD) includes some classes required for O&M that probably should be owned by 19109 and 19123. Proposal:<\/b> Consider moving these classes to 19109 and 19123 when they are revised or amended
