Part of the reason that ride sharing made such inroads is because, as you point out, taxis really suck. However, if I look at the amount of VC money being thrown at ride sharing, I think that what's actually going on is more akin to dumping in an attempt to corner the market; prices will go up again to match taxi prices (and more), and then where will we be? Probably the best situation is that the incumbents are faced with competition, but it won't actually be on price. Uber prices we've seen in the past few years are not sustainable.
Rating systems are like tips: there's strong social pressure to give a 5 rating. When's the last time you left a small tip at a restaurant? Maybe if it was actually dangerous I'd leave a non 5 rating, but apart from that, I don't think there's a lot of signal. (NZ's lack of tips was super refreshing.)
