Initialize console region after libcdvd initialization #41

Otherwise custom_sceCdReadRegionParams fails to correctly read the region on slim consoles, because MECHACON_CMD_S36_supported wasn't initialized.

Fixes DVD Player version being empty on slim consoles for one.
