This is an attempt to make wLaunchELF isr compatible with the Namco system 246 and system 256.

Changes:

Flash IOPRP with homebrew IOMAN/FILEIO
use rom MCMAN/MCSERV to allow access to security dongle
use XMC RPC instead of MC RPC to avoid RPC hangs
use libpadx instead of libpad to avoid RPC hangs
load rom CDVDFS driver to avoid RPC hangs
special checks to avoid security dongle bootfile overwrite

CHECKS BEFORE MERGING

[x] it boots
[x] it can access usb
[x] it can access ps2 memory card
[ ] it can access security dongle

OPTIONAL CHECKS

[ ] it can access HDD
[ ] it can access network
[ ] it can access disc
