Further expand annotation management and move annotation management code to Araragi #26

To be able to accommodate some of #25 I need expanded annotation functionality again, as I expand annotation functionality I realize that I should probably move the basic entities to Araragi in-case I need to do something similar but don't want to pull in all of Winry to do so.
