Suggestion: Need a translation guide for Chinese content

The background is that, the Istio project is one of the best project that support full Chinese document, that is our pride.

And for more and more Chinese content docs and contributters come, we found there are different style on translation, as refer the Kubernetes community experence (k8s zh style guide), I suggest we can add a guide to help contributters to understand the translation standard, like telemetry shuold be translated to 可观测 but not 遥测, and we have lots of such rules or standards need to be specific.

If the target audience is mainly for Chinese people, the Chinese language is prefered to be used in this guide. After the zh-localization guide is released, we can have a plan to provide english version.

Here is a draft of outline:

• 常规约定
  • 译与不译
  • A list of 不译
  • A list of 特殊
  • 标点符号
• 关于链接
  • 常规 URL 增加 /zh
  • 锚点，二三级标题
• 排版格式
  • 长句折行
  • 斜体变粗体
• 词汇
  • 特殊词汇 you 您; Pod 去除尾部复数s，首字母大写等
  • 英中对照术语表 这个表可以很长....然后一些特别重要的，可以加到 lint
