Migrate Grafana dashboards to a more maintainable form #50127

Current our grafana dashboards we edit in the UI then copy+paste the internal JSON representation into our repo. This is hard to review and maintain. It would be ideal to have a more structured programmatic generation of the dashboards.

Before adopting a new mechanism we should get buy-in before we invest much time into migrating things over
