Make specifying bug database and mailing list optional. #20

The checks in BugzillaUpdater.java and BugzillaXMLJob.java are probably never triggered. I would use an assert there, but I don't know if that is used in this project.

How did you test this?

By importing a few projects with and without bug and mailing list URIs. I'll create some test cases in the coming days and update the pull request.
