Resolution for Issue #48 #49

Added a new Test I-9.1 that does a Get-Printer-Attributes to check for Identify-Printer operation support and dependencies, and changed the existing I-9 to be I-9.2, with additional operation attributes "identify-actions" and "message".

Again, I'm not keen on changing the test numbering, as that means changes to the (now final) self-cert manual.

Not sure how to resolve the issue unless we just don't number I-9.1 and call my I-9.2 I-9. Or just give both of them the I-9 number?

I have a small fix that defines HAVE_IDENTIFY_PRINTER in test I-6, then it is available for I-9.
