Add checkstyle

As a developer, I want to add a checkstyle check so that I can ensure the code has a consistent style.

• [x] checkstyle gradle script is added
• [x] checkstyle is run upon commit
• [x] checkstyle suppersions are added with notes as to why they are being excluded
• [x] checkstyle fails build on error/warning
