LUGG-107 Add luggage_courses submodule #19

@hofmockel, I could not create luggage_course under the isubit organization, so I did it under my personal account. Feel free to move it yourself or check my permissions and I will make the change.

The submodule is empty (working on it now) but I wanted to create this to check with you if this is the right way of doing it.

We will wait on including luggagecourses in luggage by default. Having luggage enable every luggage* module is not ideal and is overwhelming.
