DN_07 ready for review #439

The only thing in the data set is how to handle the blank cells in column G & H. In theory they shouldn't be blank, but I don't see in the spreadsheet we sent Robin with errors/questions that there were any blank cells. Only sequences that we didn't think made sense or "n/a" that we felt like shouldn't have been there. Therefore, some pink text, notes, and TBD's to check on the DD.

Blank cells are okay. The BMP Mapping Project mapped all watersheds with 2010 imagery, and only some watersheds with 2016 and 80s imagery. I think they were supposed to do all three time periods for these watershed projects, but I suppose there were some HUC12 watersheds that were missed. I'll make a note of this as a data limitation.

[ ] @skbowd Can you please indicate in the DD that "blank" for columns G/H (present_2016 and present_80s) means "No data collected". Then close issue.
