update CSCAP google folder links #469

It is unclear why the old links were no longer working, but I updated them all to use the present links indicated by Google Drive.

Was this pushed forward? I am still getting errors. Tried two diff browsers and refreshed. Asking for a login.

@loriabendroth No, it is a pull request awaiting to be merged, arbitrary CI checks are still running, which I typically wait to turn green before merging.
