Migrate engine from classic akka actors to latest actor behaviours #134

Currently, engine uses classic actors to process rules.

However, it is better to migrate this to latest Akka actors so that this would be future proof

Ditch the akka completely and find an alternative. Because, akka has moved away from open-source with BSL license. https://www.lightbend.com/blog/why-we-are-changing-the-license-for-akka
