Provide option for the ringtone state at screen off #337

What steps will reproduce the problem?
1. Press power key to turn screen off.
2. TalkBack announce "screen off" with a tone to indicate the status of the 
ringtone.

What is the expected output? What do you see instead?
Wishlist: provide user a selection e.g. add a new option in TalkBack settings 
call "ringtone state indicator" and 3 options to choose; tone (as current 
approach), announce (as older talkback) and silent (off totally).

What version of the product are you using? On what operating system?
TalkBack 3.5.0 and TalkBack 3.5.1 beta1.
Android 4.1.2, 4.2.2, 4.3 and 4.4.

At this time, we believe adding another user preference for this level of 
customization is unnecessary.
