Reverts it-at-m/Praktikumsplaner#375

Caused by: org.springframework.beans.factory.BeanCreationException: Error creating bean with name 'flywayInitializer' defined in class path resource [org/springframework/boot/autoconfigure/flyway/FlywayAutoConfiguration$FlywayConfiguration.class]: Unsupported Database: PostgreSQL 17.0
