In order to achieve better reusability, the gateway should also be able to be used outside DigiWF, for example in regular RefArch projects

New RefArch-Gateway Repo in Github
Decoupling from DigiWF
Make configurable
Helm chart

Acceptance Criteria

[ ] Gateway can be used in any RefArch Project
[ ] Helm chart exists

Das soll ein Mono-Repo für alle RefArch Dinge werden. Mit dem Gateway können wir starten.
