[feature] Develop configurations with the cocreation-plattform

Is your feature request related to a problem? Please describe. At the moment workflow developers develop configurations with their local IDE and they deploy the configurations with http requests to the digiwf-engine. We should add support for configuration artifacts to the cocreation plattform (Upload and deployment).

Additional context

• Support the artifact type configuration in bpm-server
• Extend the deployment plugin in bpm-server. The bpm-server should send a deployment event for the artifact type configuration to the digiwf-engine
• The digiwf-engine should listen to deployment events for the artifact type configuration and deploy the configuration change based on the deployment event
