Refactor/ci split modules #118

Description

Split up ci for different modules to support different version and maven central release

@DanielOber @simonhir Should we apply the changes to the labeler.yml and later on the release.yml to https://github.com/it-at-m/refarch-templates as well? This would allow us to split releases depending on the template, too.

Currently isn't working see #124. But if tested and works as intended that's a good idea.
