Feat/88 create cli tool for scaffolding

Description

• added scaffolding as npm package
• build is done with rollup instead of tsc, because we need to the generate a .mjs file and its easier that way
• to test it, build it locally -> run npm link inside the refarch-cli folder -> download the refarch-templates -> at the toplevel of the templates run npm link scaffolding-refarch -> run it with node .\node_modules\scaffolding-refarch -> scaffolding should start inside the CLI
• The cli tool can only scaffold a project that got downloaded first. Additional functionality should be added to upgrade dev experience. But for now, that should be fine.
