[ADD] saas_portal_subscription: Helps the management of subscriptions #795

Hello,

This PR reverts a part of #708 in a new module _saas_portalsubscription.

708 says that it gets rid of an awful subscription management solution but I think that it's better than nothing:

Adds a subscription log of expiration changes and reasons to SaaS clients.
The expiration date is computed from:
- SaaS client creation date.
- Expiration changes.
- Grace days in plan.
- Trial hours in plan.
An email is sent to the customer after each expiration change.

I've kept as authors @yelizariev and @njeudy from _saasportal. Support and website could be changed to @it-projects-llc if desired.
