[User table] Admin can't add user in "Улад" #2958

Environment: Windows 10 Google Chrome 99.0.4844.82 64-bit Reproducible: always Build found: 89dbd63

Preconditions Log in as Super Admin

Steps to reproduce

  1. Open User table page- Колишні члени пласту
  2. Open the context menu for any user
  3. Click on "Додати до уладу"

Actual result Admin can click "Додати до уладу", but downloads all the time, don't stop 1

Expected result After Admin click on the button "Додати до уладу", the user enters the column "Всі користувачі"
