[City] Admin can't add user from "Зголошені до станиці" #2959

Environment: Windows 10 Google Chrome 99.0.4844.82 64-bit Reproducible: always Build found: 89dbd63

Preconditions Log in as Super Admin Open City -Lviv

Steps to reproduce

  1. Open the page "Зголошені до станиці"
  2. Click "+" on the any user

Actual result Admin can click the "+" button, but downloads all the time, don't stop 2

Expected result Admin can click the "+" button, and after user enters to "Члени станиці"
