Brief Overview

Review and standardize the pull request templates for both the front-end and back-end repositories. Ensure that the templates reflect the team's current needs by removing the JIRA ticket information and instead adding a section for links to relevant tickets on the GitHub board.

Expected Result

Both repositories will have a consistent pull request template that includes a section for linking to GitHub board tickets, aligns with our project requirements, and removes any outdated references to JIRA.

We currently don't use JIRA. I suggest reviewing the ticket description and adjusting it according to our current needs
