To have published date field on the Creation Page #344

As an User, I want to have published date field on the Creation Page so that I understand when material appears in the app

US changes creation page #122, #123, #124. We have no design for this page for the first release, so there no strict requirements for UI.

Acceptance Criteria:

  1. To display the published date field on the Creation Page for every role in the system.
  2. Default value a. if the user is creating the Material the field displays today date #122, #123, #124 b. if the user is editing the Material the field displays the published date from DB #193
  3. By default the field is unavailable for changing
  4. If the user has an admin role, a field is available for changing a. the admin can choose any date from the past b. the admin can NOT choose future dates c. editing the Material itself does NOT change the published date

Out of scope for the first release, planned for next a. to set the published date to the future dates so that publication can be planned in advance b. to change the published date by the Author of the Material

Admin can't change date field. Editing the Material by any user itself changes the published date.
