Navbar configuration utility

Be able to do a basic change of the navbar. May update with more features

• [x] Change navbar color based on App Theme
• [ ] Whitelist app to set custom color or disable color
• [x] Change navbar color based on a static color
• [ ] Change navbar color to a spectrum cycling effect (too much chroma here :P )
• [x] Current App Label
• [x] Current Time Label
• [ ] Battery Percentage Label
• [x] Animate background when changing colors (some transitions)
• [ ] Low battery warning ability
• [x] Ability to disable everything from running without turning off the service (as for device encrypted devices, turning the service on and off resets encryption)
