crontab for tracking #16

install cron and set hourly crontab to update tracking. remember to add : [app:main] ckan.tracking_enabled = true

into ckan.ini file.

@jenkin this seems quite outdated and to conflict with other stuff...Should we remove it or solve the conflicts and merge it?

We can close it, but I would like to keep this branch only for reference.
