Context
Surface and background are two, different UI elements. The background is generally related to the page, meanwhile surface is related to any other element that lives upon a background.
Consider some examples:
What to do
In our design tokens taxonomy, identify where to add the 'surface' term and create/rename the semantic tokens involved.
Why
Having a single 'background' property to manage all tokens could be counterintuitive. We should help and guide people applying tokens the way they're intended.
