fixed migration error during the creation of notifications.invoice_id… foreign key

I like fix per se, but modifying the existing migration seems confusing. Would it make sense to group all table creations in a single "migration" called "initial set up" or similar and document that:

this is in pre-release status
there is no guarantee of smooth updates, that migrations to work etc.
after any repo update people should clear the DB completely.

We could fix the old migrate and add another migrate to force the unsigned for people that already have run the migration succesfully. However beeing a pre-release build I wouldn't bother too much.
