Allow URL parameters #95

The editor should be able to accept a link to a publiccode as argument. This can be extremely useful to avoid confusion and errors when making modifications on an existing publiccode.yml @sebbalex we should think about how to properly handle the situation where a CORS violation happens.

I'd move this to 1.4, what do you think? The migration to the external validator should be enough for 1.3 😃 @sebbalex
