Migrate to GitHub Actions #334

Motivation

Itamae's CI has stopped since 2020/12/29. https://travis-ci.com/github/itamae-kitchen/itamae/jobs/474628540

I requested travis for OSS credits last week but haven't get a reply 😭 ref. #333

So I want to migrate to GitHub Actions
