Update the CI and README for Python 3.7 #120

This updates the Tox configuration, Travis CI configuration, and notes Python 3.7 is supported in the README and classifiers.

Okay, docs were read, assumptions were broken, and I believe the last build should correctly run one Tox environment per Travis job (and is less hideous than version 1). Local tox runs also appear to work correctly. I also added a news snippet. Thanks for the review and sorry about all the build noise!
