Update the `8ball` command to leverage a different audio player that is platform agnostic

Considered using node-vlc-client as an alternative to sound-play

Benefits:

• Easy to set up
• Can run on any system (mac/win/linux)
• Library is 100% async

Concerns:

• Must have VLC in container
• Must configure VLC web interface in container creation process
• More secrets to manage
• Security issues of VLC web interface become part of our system
• Library does not have actionable responses from API nearly all are void returns
  • not possible to react to play state without constantly polling for the state
• VLC does not have a way to one off play a file, everything appears to be done through a playlist

Investigated creating an overlay.

• Overlay displays something in OBS
• Overlay uses web sockets to receive messages that will be handled to play audio files
• Overlay demonstrated playing through an audio tag and audio object and when message received on websocket

Implemented overlay and web socket servers into the bot. Clean up and additional concerns will be adapted before closing this work item.
