Broken link in checkout flow #1193

When purchasing by clicking the 'Buy Now' button on the product page, there is a checkout popup. After confirming the price and selecting 'Pay with card', the next step asks for Billing Address, explaining that location verification is needed because of some EU VAT regulations. It seems to be per-user.

The link given, with the text "2015 VAT MOSS regulations for EU" is broken. It links to the url "https://ec.europa.eu/taxation_customs/taxation/vat/how_vat_works/telecom/", which is not found. Not high prio or anything, just thought you'd like to know.

Here is a screenshot when trying to buy GridRoad (https://rajacorp.itch.io/gridroad) using PayPal. The same link as above is there (edit: actually the link is slightly different: https://taxation-customs.ec.europa.eu/taxation/vat/how_vat_works/telecom/index_en.htm ), and goes to a "Page not found" page. Due to [2015 VAT MOSS regulations for EU](http://ec.europa.eu/taxation_customs/taxation/vat/how_vat_works/telecom/index_en.htm) this seller requires evidence of buyer location for purchases. Please provide your billing address to continue Page not found Something went wrong The page you requested could not be found. This might have happened because the page has moved the page no longer exists

Still not fixed as of today.

According to the Internet Archive, the link in question had a 302 redirect at the end of 2016, and in turn, that page eventually itself had a 302 redirect, which, from 2023 and till now, itself redirects to a page which explains the new 2021 regulations.
