Bug: Manifest actions are being ignored in 25.4.1 #2525

This even happens in the Sample Evil App - no launch options are given at any point. No mention of the actions in the log are shown

I've tried this on two PCs now with the same result

I've implemented TTS support for blind users in one of my games and have an action set up to expose a way of launching the game with that and other accessibility features enabled, but since this feature has stopped working, I'm kinda leaving them in the lurch.

This issue seems to be present in 25.5.1 as well
