language support for TCL #256

Attaching a patch for syntax highlighting for TCL with test case.  It is pretty 
minimal.

Thanks.  Incorporated as of revision 226.  Will push a release with this soon.

I did remove '.test' and '.ext' from the list of file extensions since I wasn't 
sure what those were for and they seem to conflict with a lot of other 
languages.  '.ext' is produce by Visual Studio, and '.test' is used by some PHP 
frameworks and seem to be rarely used by Tcl projects per
